who sells funky SAFETY collars for kitties?

I've been looking for some funky collars for my kitties but the only ones I ever find are not safety. Since my cats are pretty rambuntious I definitely want an elastic part on the collar so it will slip off in case they get caught. For Meeka I'm thinking pink with rhinestones, maybe even her name in rhinestones! And for Bojee probably the same type of thing but green or blue (yes rhinestones for a boy, he has afterall been desexed and can swing either way at this point!) Anyone know of any good sites for this type of thing? Also, anyone know of good sites for engraved pet tags?
